A MEETING OF ASKHAM RICHARD PARISH COUNCIL was held on WEDNESDAY 6th JANUARY 2021 at 7.30 pm.
Due to the current COVID-19 outbreak, and in accordance with The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 this Meeting took place remotely.

1. APOLOGIES
The Acting Head of St Mary’s School had been invited but was not able to attend and has sent her apologies.
2. DECLARATIONS OF INTEREST
None.
3. OPEN FORUM
Cllr Money noted that Amazon delivery vans are reversing onto the Green and causing ruts in the grass. He and Cllr Rippon will repair the damage.
Mrs Sara Woosey has offered to set up a Neighbourhood Watch scheme in the village. Cllr Ms Abeysekera will invite her to the next Parish Council meeting to outline how this will work.
4. MINUTES OF THE MEETING held on 4th November 2020, having been previously circulated, were PROPOSED by Cllr Money as a true and correct record of that Meeting. SECONDED by Cllr Mrs Abeysekera. ALL IN FAVOUR.
5. ACTION REVIEW
The intended meeting with the Prison Governor has yet to take place.
There has been no further action on the 20 mph zone outside the School,
which is currently closed to all children except those of key workers.
Cllr Ms Abeysekera has forwarded new draft Standing Orders to the Clerk and Chairman, for discussion, with a view to their formal adoption at the next meeting of the Parish Council.
The wording for the plaque in memory of Mrs Mary Baldwin has been agreed with her family, and Cllr Money will order a suitable plaque, at a cost of up to £75.
6. DEFIBRILATORS
Mrs Baldwin has also left provision in her will for the installation of a second defibrillator in the village. Mr Garry Bowman will check on the purchase and running costs before proceeding further.
7. ASKHAM BRYAN COLLEGE
The intended follow-up meeting to continue discussions about the footpaths across College land has not yet taken place. Cllr Rippon will pursue this.
8. RURAL WEST WARD
Help for residents with Covid related problems is still available from CYC, on the Covid Helpline – tel. 551550. There is also help for businesses.
There has been no progress on the flooding problems on Buttacre Lane.
9. CORRESPONDENCE
Following a request from former Councillor Sara Mason, Cllr Money will ask
Mrs Sue Elgie if any room can be found in the Church Hall for a box of archived material.
10. PLANNING
No planning applications have been received.
11. FINANCE
Following payment of invoices for annual insurance - £456.98, the Christmas tree - £130, the website - £200, and grass cutting - £309.60, the balance at the bank is currently £8,562.08.
After some discussion the Chairman PROPOSED that the Precept for 2021-22 should be unchanged from this year at £2,392. SECONDED by Cllr Mrs Bartram. ALL IN FAVOUR.

The next Meeting will take place on Wednesday, 3rd March 2021 at 7.30 pm.
